- Flat with its own land register: no permit (Art. 8(1)(1)).
- House with land: MSWiA permit unless you have held a permanent residence or EU resident card for 5 years.
- Fee: 1,570 zł; decision usually in 1–3 months.
- In 2025 Ukrainian citizens bought about 1,400 properties under permits (Bankier.pl citing MSWiA).
Flat — no permit
A Ukrainian citizen, like any non-EU foreigner, can buy a separate flat without a permit. The exception is the border zone (municipalities on the state border and the coast). Wrocław is not in it.
House or plot — permit
A permit is required for a house with land, a plot or commercial premises. MSWiA checks whether the purchase threatens security and whether you have ties to Poland: residence card, job, company, family.
When a Ukrainian is exempt
- 5 years after receiving a permanent residence or EU long-term resident card.
- Married to a Polish citizen + 2 years since such a card + buying as joint property.
- Buying from a relative whose statutory heir you are (owned for at least 5 years).
How not to lose your deposit
Make the preliminary contract conditional on the permit, with a deadline that allows for the decision time. You can also get a promise first — it is valid for 1 year.
