Key facts
  • A non-EU foreigner can buy a separate flat in Poland without an MSWiA permit — the only exception is the border zone (Wrocław is not in it).
  • A house with land or a plot requires an MSWiA permit (fee 1,570 zł) unless you have held a permanent residence or EU long-term resident card for at least 5 years.
  • The median transaction price of a resale flat in Wrocław is 12,663 zł/m² (August 2025 – August 2026, Property Price Register).
  • Asking prices are on average about 14% higher than actual sale prices (NBP, Q2 2026) — so negotiating pays off.
  • On the resale market add about 2–3% in costs (2% PCC tax, notary, court fees); first-time buyers may be exempt from PCC.

FAQ

Frequently asked questions

01Can a foreigner buy a flat in Wrocław?

Yes. A non-EU foreigner can buy a separate flat with its own land register without an MSWiA permit. A permit is needed only in the border zone, and Wrocław is not in it. You need a passport, ideally a PESEL number, and a sworn translator at the notary if your Polish is limited.

02When is an MSWiA permit required?

When a citizen of a country outside the EU/EEA and Switzerland buys a house with land, a plot, commercial premises or any property in the border zone. Exempt are, among others, holders of a permanent residence or EU long-term resident card for at least 5 years. The fee is 1,570 zł.

03How much does a flat in Wrocław cost in 2026?

The median resale transaction price is 12,663 zł/m² (RCN, 08.2025–08.2026). Krzyki and Stare Miasto are the most expensive (about 13,000 zł/m²); Śródmieście, Psie Pole and Fabryczna are cheaper (about 12,200–12,400 zł/m²). New-build flats average 14,312 zł/m² (NBP, Q2 2026).

04What costs are there on top of the price?

Resale: 2% PCC tax (exempt for a first home), notary fee plus VAT, court fees of about 200 zł, copies of the deed. New build: no PCC, but higher court and notary fees for opening the land register. Foreigners should add a sworn translator (about 600–1000 zł).

05Can I get a mortgage as a foreigner?

Yes. Many banks lend to residence card holders, and some also to people on a visa or with UKR status. Our HipoCenter team compares 15 banks and checks your borrowing capacity before you pay a deposit.

06How long does buying take?

With cash, usually 3–6 weeks from choosing a flat to the notarial deed. With a mortgage, 6–10 weeks. If an MSWiA permit is required, add 1–3 months for the decision.

07Do I have to be in Poland to buy?

Not always. The deed can be signed by a representative under a notarial power of attorney (abroad: at a consulate or with an apostille). We do viewings by video and handle documents online.
